Issue
Adding multiple fulfillment nodes such as a Manual Fulfillment and Access Fulfillment Express (AFX) Fulfillment in parallel workflow paths for the same item is not supported in RSA Identity Governance & Lifecycle.  Doing so could result in some change request activities not being closed out automatically when a collection is run and the item is detected as being fulfilled.  Upon fulfillment being detected from a collection, normally an activity will automatically close but will not always succeed in this configuration.
Resolution

This is an unsupported workflow design configuration. If you are having issues with some change request activities not being closed out and you have multiple parallel paths for fulfillment for the change items, please redesign your workflows to eliminate any parallel simultaneous fulfillment processes.
