Component Key:    system.com.rsa.ims.license.impl.LicenseServiceImpl
Argument 1:    Any Product
Argument 2:    Any Version

Cause
The Authentication Manager Security Console displays warning messages when you exceed 85%, 95%, and 100% percent of your user limit. The system updates the user counts every hour and each time that an administrator views the license status in the Security Console. The system also does a license check whenever an admin does something that impacts the license, like assigning a token to a user.
Resolution
This is functioning as designed. The messages can be filtered from the System Activity Monitor.
