Custom attribute field cannot be blank when creating an Active Directory Entitlement Data Collector in RSA Identity Governance & Lifecycle

Issue
When creating an Entitlement Data Collector (EDC) of type Active Directory In RSA Identity Governance & Lifecycle, you are unable to complete the creation of the collector. When navigating from the Account Data page to the next page, you receive an error saying:
  
The custom attribute field cannot be blank.
Cause
The Custom Attribute drop-down menu in the EDC definition is blank because there are no User Entitlement string attributes defined under the Admin > Attributes > User Entitlement tab.

By default, two string values are defined under the Admin > Attributes > User Entitlement tab. There is no known cause as to why these are missing.
Resolution
Please contact RSA Identity Governance & Lifecycle support for a workaround to this problem and and mention this RSA Knowledge Base Article ID 000037909. Be sure and request that an engineering ticket be opened to determine why the Out-of-the-box (OOTB) custom attributes are missing on your system. The workaround lets you complete the collector definition but does not resolve the missing OOTB attributes.
