Issue
By default, Oracle comes with a tool called Automated Segment Advisor which is an automated maintenance utility to detect objects in the database where disk space can be reclaimed. RSA recommends that this feature be disabled in RSA Identity Governance & Lifecycle because the job consumes a lot of database resources. For example, if collections are running at night at the same time this job is running, the collections will take longer and could extend into the daytime hours causing additional daytime overhead.

Instead it is recommended to periodically run the Segment Advisor manually as part of Administrative maintenance. See RSA Knowledge Base Article 000038168 -- How to manage database growth in RSA Identity Governance & Lifecycle for more information on running Segment Advisor.
 
Resolution
To disable Segment Advisor, run the following PL/SQL as SYSDBA using a tool such as SQL*Plus or SQL Developer: 
BEGIN
dbms_auto_task_admin.disable(
client_name => 'auto space advisor',
operation => NULL,
window_name => NULL);
END;
/
