Remove button is no longer available for Local Entitlements in RSA Identity Governance & Lifecycle

Issue
After upgrading to RSA Identity Governance & Lifecycle 7.1.0 P03 or P04, the Remove button is no longer available on the User Access screen for Local Entitlements.

For example, in the RSA Identity Governance & Lifecycle User Interface, go to Users > Users > [username] > Access tab.  The expected output is as follows:

Actual output (Note the Remove button is missing yet the entitlement is Directly entitled):

Cause
The cause of this problem is unknown.
Resolution
Upgrade to RSA Identity Governance & Lifecycle 7.1.0 P05. Although there is no specific fix in P05 for this issue, upgrading to this version resolves the issue.
