Issue
When a request is created to add and remove an app-role from a user, the resulting change request is only showing the remove action.

Resolution
This issue has been reproduced in-house and is currently being investigated by the Engineering team in order to resolve in a future release. Engineering ticket ACM-52520 has been logged for this issue.
