SA 10.4.x : Health & Wellness falsely reporting errors on disks

Issue
e.g: Health & Wellness reporting problems on physical disks when the only anomaly is that 2 disks are in an unconfigured state.
Cause
The Physical Drive error will be flagged in following cases:
1. Error Count is more than ZERO
2. State is one of 'Unconfigured', 'Rebuild', 'Foreign', 'Offline', 'Failed', 'Missing', 'Unknown'
In this case the drive looks to be Unconfigured and hence the alarm. This alarm is normally updated only when CollectD starts and alarm should be getting cleared once the SMS Restarts
