enVision users need a folder where network users can access saved queries.

Resolution
Due to the increased security focus of the NIC appliances, it is harder to share out some files to network users.
One way to solve your problem maybe to create a sub-folder of pireport, that way users can access the saved files via their web browsers. For example, create the following sub folder:
%_ENVISION%\webapps\pi\pireport\Saved
Any files placed in there, could then be accessed accordingly:
http://12.34.56.78:8080/pireport/Saved/test.txt
The server does not allow for directory index listing. So you can either give your users a direct link (like above), or create an index.html file.
