FIM - Missing keystore and truststore Menu items from FIM console

Issue
Under the "Components" menu there should be Connections, Plugins, Attr Sets, Keystores, Trustsores, etc. The Keystore and Truststore menus were missing. When clicking on the Keystore or Trustsotore on the right side of the "Dashboard", an access error is received.
