Issue
After running a new automated campaign, new users that are assigned to the
questionnaire via inherited record permissions cannot access the record.

Resolution
Change can be forced by recalcing the application it is inheriting from, then recalcing the questionnaire record.

Notes
Once a questionnaire is completed, existing fields cannot be modified.

New questionnaires will be affected by the RP change.
