How to failover a Citrix NetScaler to an Authentication Manager RADIUS Replica Server

Citrix Netscaler won?t authenticate if the Primary goes down or if the services on the Primary are stopped. The RSA AM server is set up to authenticate no matter which Citrix server sends the request, but it appears that Citrix will only send to the Primary.
Citrix sends all auth to Primary. Citrix Netscaler sends all auth to Primary. Citrix sends all authentication requests to Primary RADIUS
