Issue

An empty change request is created when attempting to commit a role using the "Actions" button, even though no changes or modifications have been made to the role

For example, as shown in the below screenshot, select any role, select Edit Attributes under Actions, and select any of the attributes (such as owner or backup owner) for editing but do not make a change:

This will create an empty change request, as follows:

Similarly, when attempting to commit multiple roles using the "Actions" button where changes/modifications were done within one of the roles only, under history a wrong change request reference will be added for the role with no changes/modifications. For example, as shown in the below screenshot, one of the roles have 'AveksaAdmin' as an Owner already:

Selecting both Roles  > Actions > Edit Attributes and then selecting AveksaAdmin as an Owner, should only create change request for role Test1.

However, there will be a change request reference under history for role Test2, even though this request did not include any items related to Role 'Test2 '
