Issue
Change request moves to fulfillment phase even though the change items are rejected in the approval phase. This issue is found only when a user has more than one account in an application and all the accounts exist in the change request.

You will see that for the user who has two accounts it will just reject one account change and keep the other one.

Cause
This is a known issue reported in engineering ticket ACM-108623.
Resolution
Considering the complexity of the changes this issue is resolved in the future RSA Identity Governance & Lifecycle version: 
  • RSA Identity Governance & Lifecycle 8.0
 Release date of the version is not yet decided.
