Error when importing security questions xml file in RSA Authentication Manager 8.x

Issue
The following error appears when  importing new security questions file to the RSA Authentication Manager Security Console:
 
The security questions XML file you provided is not encoded in UTF-8 with BOM

Cause
The security questions XML file that is provided is not encoded in UTF-8 with BOM.
Resolution
To change the file encoding, follow the steps below:
  1. Open the security questions xml file with a text editor such as Notepad ++.
  2. Navigate to Encoding and choose Encode in UTF-8.
  3. Save and close the file.
  4. Re-import the xml file.
