Every application restart loses the customerstrings.properties file in versions 7.0.2 and 7.1.0 of RSA Identity Governance & Lifecycle

Workaround
- In the RSA Identity Governance & Lifecycle user interface, go to Admin > User Interface > Files tab > Choose Customer Strings from the drop down menu > Upload button > Choose the customerstrings.properties file to upload again > OK.
- Any users already logged in and not seeing the customizations should refresh the page they are currently visiting to see the restored customizations.
