Fine grained role review with sign-off option and maintain action for all items of the role is generating a CR and the CR gets auto completed in RSA Identity Governance and Lifecycle

Issue
The correct behavior would be that only revoked change items should generate change requests.
The impact is that roles that are not being modified are being put into a changed state, rendering them temporarily un-editable until the change requests are processed.
