Issue
Requests created from Request Forms will normally invoke the workflow associated to it at the form level (Requests > Configuration > Request Forms tab > {Request Form name} > General tab.) However, if a request created from a Request Form is in an Open state (no workflow associated with the request as of yet) and the RSA Identity Governance & Lifecycle application is restarted, the request invokes the workflow configured for explicit change requests (Requests > Workflows > Overview tab) instead of the form level workflow.

EXAMPLE

In the example below, a form called Test Application Form has been defined to use the Delegation only workflow.

A request has been created from the form and is in an Open state with no workflow association.

After the application is restarted, the request invokes the workflow configured for explicit requests (Delegated approvals with default) instead of the Delegation only workflow defined in the form.
