RSA Via Lifecycle & Governance administrators do not see administrative tabs in the Console

Issue
When an account defined as an Administrator logs onto the console only the Home, My Tasks, and Users, tabs are displayed and none of the administrative tabs are shown.

In addition, when logged in as AveksaAdmin and selecting a User and then selecting the Privileges tab in an attempt to give Aveksa administrative rights to the user, the "Apply Changes" button has no effect and it is not possible to create Aveksa administrators. 
Cause
RSA L&G can either directly provision the entitlements for its internal accounts (the “Privilege” tab under users), or if the ARM (Access Request Manager) feature is enabled you can provision L&G administrative rights the same way as any other application.    It does not matter which method you are using, for both methods the product still uses an internal Account Collector and an internal Entitlement Collector to manage these accounts.   The “Aveksa ADC” Collector and the “Aveksa EDC” collector are hard coded into the product and should not be edited or deleted. 
 
These collectors should automatically run on startup, but if there is a problem with them, they generate errors during collection, or they do not run for some reason, then the administrative roles will not be available. 
Resolution
Review the collection history for the “Aveksa ADC” Collector and the “Aveksa EDC” collector.

Verify that the “Aveksa ADC” Collector and the “Aveksa EDC” collectors are enabled. 

If the “Aveksa ADC” Collector and the “Aveksa EDC” collectors have been disabled, enable them and manually do a collection.
