Issue
When a role has an entitlement rule that specifically targets global roles, no global roles appear on the matching entitlements table of the add entitlements form.

Resolution
This issue has been reproduced in house and currently being investigated by the Engineering team in order to resolve in a future release.
Workaround
This issue can be worked around by setting the membership rule to all entitlements
