Resolution
Even after shutting down all NIC services, an error is generated when trying to delete a folder.
Cannot delete "folder name": Access is denied. The source file may be in use.
Folders should be deleted from the F:\ drive.
The E:\ drive has folders that are mapped to the F:\ drive (actually called junctions). The folders are actually located on F:\ so you need to delete them from the F:\ drive.
