Issue
To make a backup of the database such that it can be restored to a different system

When you backup the database, you realise the options -D as show in the menu. You wish to know what it means

Cause
The -D option needs to be used when running backup. This allows the secrets to be stored on the dump files. If this options is not used, then the database can only be stored onto the original system, but not to a new system

Resolution
Example of the switch is: rsautil.cmd manage-backup -D -a export -m <master password>
